where is the settings for Edit, Delete, copy, move, schedule in Reports Shortcuts
Would you please point out where I can customize the access control for the short cuts in order to customize Edit, Delete, Copy, shedule etc. for the Report Shortcuts?

I dont think we can control it via any privilege etc. The section pzRBShortcutsGrid7 is a final rule and having the icon whcih is responsible to show the menu options.
The relevant navigation rule is pzRBReportActions also does not have privileges attached to it.
The only option could be to controlling the owner .While creating a short cut, you can choose the Owner type ( Standard, Shared or Personal ) and subsequently the owners ( ALL or Specific operator ids ). Details here : https://docs-previous.pega.com/using-report-browser-organize-and-manage-reports

Thank you for your reply. I was able to see the Etit, Move, Copy, Delete and Schedule by clicking the gear icon of the shortcuts. Something occurred. Now I can see only copy and schedule option while clicking the gear icons. Where would I look to find out the causes and possible resolution to get all options back? Also, when I create a category, that category is not visible into the report browser, would you please share your ideas what may be the issue? I would appreciate it.

A Report Category is not visible until a Shortcut uses that Category.
In order for a non-Developer such as a Manager to see every Shortcut menu option, i.e., Edit, Move, Copy, Delete, Schedule, the following should be configured.
1) In the Security tab of the Manager's Operator record, grant "checkout".
2) Configure the Manager Operator record's primary Access Group as one that was cloned from PegaRULES:WorkMgr4.
3) Configure that Access Group's Portal as either pyCaseManager7, or a clone thereof, such that it displays a "Reports" option in the Portal's Navigation menu.
4) Create a "Reporting" ruleset:
a) Similar to any Production ruleset the "Reporting" ruleset should be unlocked
b) Within the Applicaton to which the manager-role Access Group points, specify the "Reporting" ruleset as a Production ruleset
c) Within the manager-role Access Group record specify "Reporting" as both a Production ruleset as well as the "Design Time" ruleset. The latter is important - you cannot design reports against a locked ruleset.
If you do this you will see every shortcut menu option.
