Failure on restoring a deleted shortcut
A deleted shortcut instance is showing in the Reports category. When I open that shortcut instance from Reports>Shortcut. It is coming as deleted. If I try to restore the shortcut instance, I get an error message that the rule instance cannot be recovered as it already exists. If it already exists then why it is showing as deleted and if it is already there so why am I not getting the delete button

Have your dba check database table pr_history_rule for a record of this. If that was deleted, it may be causing the hiccup.
Debugging ideas to gain more info ...
1) Using Save As.
2) Running Tracer.
3) Writing an activity that does an obj-open-by-handle and tries to save it.
Finally, does the PegaRULES log show anything when trying to restore?
