when i click the import button ,I'm not able to export delegated data type due to error

(Pega 8.4.1 Upgrade)i'm not able to export delegated datatype due to error,when i click the import button then it's saying "Contact Administrator", i have added Sysadmin 4 , then i'm not getting any errors. seems to be a privilege issue. which privilege need to give the end user to sort this error.
