What should be the 'Applies To' class of a standard agent activity?

What should be the 'Applies To' class of a standard agent activity? If you are processing an update to a case, Is it supposed to be System-Queue-XXX or Work Item class? I think it should be System-Queue-XXX as each agent item is an instance of this class. Appreciate other views on this.
