Is it possible to use not RAP rules that export zip/jar product files and that we need manually import on different enviroment, but rpm or deb packages? Is there any OOTB solution for this or, maybe, someone already implement something like this?

I agree with Santanu - this is a very interesting question.
But I'm not sure in practice what this idea would mean ? Since rpm/deb packages are designed specifically to install Linux pakages onto Linux Operating Systems; things like binary files, shell-scripts, configuration files etc.
Whereas the content of a Pega RAP file is different : they contain Rules/Data (and possibly other types of artifacts to a lesser extent) - Rules and Data are essentially (in a first approximation here) just 'database records'.
Do you mean that it would be helpful to have RAP files (sort-of?) in the Format/Structure of a DEB/RPM file.
