can anyone please provide more information about usage validity utility? some reference to some documentation would be helpful

I don't think there's any documentation.  This portal is intended to be used to collect usage data for sales and licensing purposes in cooperation with your account team.  The reports could be useful for other purposes, but you would need to inspect the report definitions to see how any non-obvious fields are calculated.
