Upgrade estimator / Pre-upgrade assessment tool 7.1.9 to 8.6

Hi - We are planning for an on-premise upgrade from 7.1.9 to 8.6.

As part of the process, we are planning to run the upgrade estimator /Pre-upgrade assessment tool.

Can you please point me to that component. We could not find it market place.
