Just confirming, this is the error you are getting while clicking on the Submit button or Create.
And also could you please try now, since it seems that there was network issue. Try with logging off and log in again.

Have you tried initiating the new session by logging off and logging again? Please try it once.
If the issue still persists, Kindly contact your Pega account executive for assistance. Or check if your account has the authorisation to raise support request ticket or not Or is it expired?

I was able to open the support ticket by calling in the support number. It was also suggested by support team that the issue may be browser specific.
