Unable to load compiler settings from Application

Seeing below message under pega-logs and due to this the Java code dependant on external jars is failing to compile. External jars are part of prweb.war file

Failed to get setting with key: "compiler/defaultClasses" and owning ruleset: "Pega-RULES". PegaRULES database context is not available
