Unable to get Check in/Checkout for delegated rules

We delegated few correspondence for them we are not getting check out button even though at operator level we have selected the allow checkout button

The users who wants to work on the delegated rules will also need an unlocked ruleset. Can you try adding an unlocked production ruleset under the access group for these users.
