I think you can use the below workaround till we are not having this feedback item resolved.

1) Keep the text area as an Editable field.

2) Since we do not want the user to edit it, we can just disable the textarea without disabling the collapsible icon. We can do use a custom javascript function to disable all the textfield in the column. For example. 

var divs = document.querySelectorAll('div'); [].forEach.call(divs, function(div) { // do whatever div.style.color = "red"; });

or var divs = document.querySelectorAll('div'), i; for (i = 0; i < divs.length; ++i) { divs[i].style.color = "green"; }

3) Since you want to show to the user that is disabled we can use CSS to change the background.

textarea:disabled {
    background: #dddddd;
}
