Turkish Character in Html Code

Hi,

I need to use Turkish characters in my report definition and i create my reports from html code. But Turkish characters do not seem properly. I found as a solution this code but it didn't fix.

<meta http-equiv='Content-Type' content='text/html; charset=UTF-8'>

How can i fix this problem?

Thanks for reply, but this link did not fix the problem. 

When i use Turkish characters like ş, ü, ç, ı in my html table, and generating pdf from html, i see all of these were replaced with "?".
