Is there a way to override and reset the default value of "Always" for the 7.1 rule form designer's XML Perform Validation field to allow for a consistent, alternate default value setting across multiple invocations/users?

In earlier PRPC versions of the rule form designer, the default value of the XML Perform Validation field was "Never."  We are seeking a way to override the 7.1 default value of "Always" and set it to "Never" consistently in order to prevent our team members from having to manually check and manually set it for every new service integration performed.

does not appear to be possible, the dependent section rule (id: xml) that controls the default value is final. Let's see some folks have any insights.
