Is there a Pega activity or Java API to create/update/delete operators in PRPC 5.x
As a part of our organization's security requirement, we have to allow an external system to create/update/delete operators in PRPC using a SOAP web-service.
Does anybody know of any built in Pega activities or Java API to management operators in PRPC?

You can use 'Delete' or 'WBDelete' activity for deleting an operator instance by passing appropriate pzinskey of the operator rule. For updating you need to do 'obj-open-by-handle' on a page defined on D-A-Operator-ID class as in passing pzinskey of the specific operator rule you want to update and later on the same page you can update properties such pyOrganization, pyOrgDiv etc.

You can do as SrijithSasindhran said. or you can create one model operatorId and you can create your own custom activity to just save as the model operator id and update whatever the user details you need.
