Theme Cosmos - How to set default tab in Summary Panel

Pega 8.6 Theme Cosmos 03-01-01 , Case has few tabs added to Summary Panel in addition to "Details" and "Pulse".  Details tab is kept as the first one and Pulse tab as the last tab. While working on a case if user select Tab 2 & then open another case; the new case shows Tab 2 by default.

This issue occurs even across different case types. User expectation to have the first tab (Details) open as the default for all cases/case types. Is there a way this can be fixed/configured.
