The test ruleset must always be the last ruleset in your application stack
Under this section (https://docs.pega.com/bundle/platform/page/platform/devops/setting-up-environment-for-testing.html) there is this assertion "The test ruleset must always be the last ruleset in your application stack", what is meant by last? should be at top or bottom of the stack? Why it is mandatory?

@VictorS65 latest rule will be always top (upper) because if same rule are in multiple rulesets then top one will be execute.

I don't see any difference in test execution if I keep the test ruleset either on the bottom or the top. Only reason that I can think of is that if the test ruleset is at the top of the stack, developer might mistakenly create a rule in the test ruleset. And it also helps in maintaining the rules so that we don't mistakenly merge our code from branch to these test rulesets and have the issue of missing rules in higher environment after deployment.

@VictorS65 Per best practice, a test application is built on top of the main application that goes to the Production. This test application contains test rulesets which contain test cases and associated rules that don't migrate to Production. Test ruleset should at the top because test cases reference their tested rules in the main go-live application. The test application is separated from the main go-live application to avoid moving test rules to Production. Pega Deployment Manager also has this model built in the product.
In addition, the development application (containing branches) should be built on the test application to merge test cases to the test ruleset and application rules to the application rulesets.

I think the above question araised reading the note point "the test ruleset should always be the last ruleset in application stack" in the article - https://docs-previous.pega.com/devops/87/creating-test-ruleset-store-test-cases Ideally, the placement of the test ruleset—whether at the top or bottom of the highest Application stack—shouldn't matter as long as all the rulesets are defined with "Application Validation."
