Store the state of Expand Collapse in dynamic layout

Once a dynamic layout is expanded, App is setting pyExpanded to true. But on collapse event, the property value can't be removed or the defer load activity is not getting called. This is causing bad user experience because after section refresh, App is expanding wherever pyExpanded is true, although some of them were collapsed.
