I've set up a new work group and a new work queue successfully

When i hit create and open, I get the error. Can anyone point me in the right direction to resolve?

It seems the issue is you have is only one version of your HRApps ruleset and therefore no way to create the same-named rule in a different ruleset. While the exercises in the SSA course are mostly independent they all require that you complete the first Challenge - Creating a New Application Ruleset. Once you have done this you will be able to successfully save a copy of the Complete Enrollment flow to the higher ruleset version.
