Could you try the local change suggested in https://community.pega.com/support/support-articles/silverlight-word-merge-error suspecting corruption of WordMacroManagerDot.dot file maybe a reason for the issue.

The screenshot shows Silverlight Control ERROR in 'LaunchWordMerge': Aborting Word Merge launch. Silverlight control has NO elevated security privileges on the client workstation, have you set both registry values to enabled (i.e.  “AllowLaunchOfElevatedTrustApps” and “AllowElevatedTrustAppsInBrowser” need to be set to 0x00000001 (enabled) to allow Silverlight to run). As Rincy mentioned, this could be an issue with your windows registry. However, if you want to make the changes as suggested in the article , you might face an error sighting insufficient privilege. Or sometimes. it even does not show any error and ignore the save command of the operator. 

So better you invovle your system administrator for trying out this registry level changes.

I tried these changes before writing this post on my local machine and it dint work. Is this something I have to do it on Server or on my local machine.
