Run button on Segments

I am at a client using Pega Marketing 7.31. In our development environment, we are locking our rulesets for packaging and deploying to our test environments. Once a ruleset is locked, the Run button disappears on Segment rules.

Is this the expected behaviour?

This is not expected behavior.  The Run button should still be available even if the ruleset is locked.  

Please note that in general Pega Marketing does require that there is one unlocked ruleset version of the designated artifacts ruleset.
