Ruleset Related Issues during New Application Creation

We are in Pega 7.1.6. When we create new application through wizard, we are facing same issue as in https://community.pega.com/support/support-articles/unable-create-new-application-using-application-express
The Resolution suggested is "Open the rulesets that contain errors and change the validation mode from Ruleset Validation to Application Validation". But validation mode is introduced only from V 7.1.7. So thats ruled out?? Can we still change a rulesets validation mode to AV in versions prior to V7.1.7??
Similar issue in V7.1.4 https://collaborate.pega.com/question/error-new-application-wizard-create-new-app-existing-customer-built-fw here the suggestion is to request for HFix-24527. Is this the only option? Pls suggest.

Thanks Pooja. Application got created. When I traced the wizard was trying to create Unit ruleset “BNYMEntTSInt” but since unit ruleset in Preview showed “BNYMEntISTSInt” which already exists, I was ignoring them. As a trial, I created BNYMEntTSInt manually and that error disappeared and application got created.

Sorry for late response as I was on vacation. We have our own Enterprise Framework built on top of Pega. We dont use any Pega frameworks. When I tried to built on PegaRules too I get this same error.

Hi Arvind,
As per the screen shot I could observe that in your custom rulesets you have specified the TradFinFW:01-01, BNYMEnt:01-01 as one of the prerequisites which looks like not a proper prerequisite.
Can you go to the Ruleset rule form and identify the invalid prerequisites given.
