REST Synchronous Queue on Error is not working Properly

REST Synchronous (Queue on Error) option is not working properly, Despite of having request processor having 10 max attempts, for which the queue agent need to process 10 times, whereas if the work object is locked for the first time itself the agent showing as it tried 10 times and showing the status as broken queue.
