Capture the SQL request generated by the RD from Tracer when it is running and run the same query directly in Database tools and check all results are coming or not.

Try checking the Data Access Tab --> Maximum number of rows to retrieve. Check the max count and change if required

You can check the DB Query and DB cache in the tracer and check how many rows have been retrieved from the database on the tracer apart capture the query make changes of the params in the query and execute the same in Database. 

Validate are the results the same or not, you can also validate the same in clipboard page list too.

Please follow below steps to fetch the all records from Report definition.

Step1: In Report Definition go to report browser tab and uncheck the "Enable Paging" Check box.

Step 2: Go to "Data Access" Tab and Enter values zero in "Maximum number of rows to retrieve" text box.

Step 3: Observe there is a warning which says it will fetch all the records from the table. 

So setting 0 value in Maximum number of rows to retrieve text will work as we did in one of my project.
