The Pega Platform ships with a version of PDFBox - which you can use to extract images from PDF.

To actually decode any barcodes within images - you could consider using the zxing library.

See these two third party posts for information about to do these steps in a standalone Java way; you will need to adapt these to run as Pega Activities (or develop a separate Web Service which Pega can call instead maybe).
