Purpose of Data-Rule-AppMetaData - Follow up

After reading the closed post Purpose of Data-Rule-AppMetaData, I still have a question on the answer of Susan Liu.

She wortes:

"... They were implemented as separate data records linked to an app purely for performance reasons...

It should be fine if you don't promote AppMetaData instances to higher envs..."

If the Data-RuleAppMetaData are implemented for purely performance reasons, why is it fine when not promoting to a higher environment?

Is my assumption correct that these performance reasons are only related to the Pega Designer Studio?
