Rule Cache XML storage purpose

Why is Rule Cache storing XML .. what is the purpose of storing the Rule Cache XML in production systems. It makes sense we have the Rule Cache in Development .

If it is used for Rule Resolution what has contents of XML to do with Rule Resolution ?

Rule-Obj-XML rules like other rules are stored in pr_sys_cache_dep and pr_sys_cache_entry tables.
