Post upgrade unable to edit Access Group

We are in a process of upgrading Pega (7.3.1) and Marketing(7.31) application to Pega (v8.5.3) and CDH (v8).

One of the PostUpgrade activity steps recommends to update the referenced application for the access group PegaNBAM:Agents

However, the administrator user is not able to edit the access group.

Prior to upgrade we had ensured that the administrator access group has the role - PegaRULES:SecurityAdministrator
