Performance degradation of starting up Runtime when upgrading Windows OS from 7 to 10

Has anyone encountered the performance degradation of starting up Runtime when upgrading Windows OS from 7 to 10? If yes, how could we work it around?

Yes, specifically internet explorer page loading slowness.

8.0.2016 build has BUG-411899 fix.

What about the Runtime start-up time? No bugs have been filed so far?

Also, do we have any similar performance degradation on automating VB 6.0 applications? The same customer is also inquiring it specifically.
