This can sometime happen then the instance shuts down (or goes down) when the agent queue item for the segment populations was getting processed and then gets stuck.
I would suggest you to check and see if any agent queue item might be stuck in Now processing state and get it removed. Also check the MKT_SEGMENT_HISTORY table which might contain a record for your segment and status column might be containing a value which is which is not Completed or Failed.
Removing the record will fix the UI and you can then re-trigger the segment for population again.
