Deployment manager version 5

This is the first time setting up deployment manager and haven't been able to successfully run a pipeline.

I've created 2 pipelines one with the first step being Generate artifact and the second Validate development Standards. Both are stuck in "Waiting" at the first step but there are no errors when I run Diagnose pipeline and I don't see anything in the logs. 

Has anyone encountered similar issues or have any idea how to diagnose or fix this?
