Pega Checks in a Stale Record
This is with respect to SA-34208 - "https://community.pega.com/support/support-articles/checking-out-rule-shows-stale-version-rule".
Based on the enhancement status, the Stale record checking in Issue is fixed in Pega 7.2 releases itself. But, the issue still persists in 8.3.1.

Thanks for posting your query in PSC !
I have tested the scenario in both 7.2 and in 8.3.1. The find the steps that i have followed :
1. Opened two different operators in two different sessions.
2. Opened the same rule in both the operators
3. Checked out the rule in operator 1 and made some changes. Checked in back.
4. Checked out the same rule from operator 2 and could see that the changes are not visible.
5. Also, in the History tab I could see the checkin comments for the ruke from operator2.
If this is the scenario, we suggest you to raise an SR to get the issue fixed as most of the rules involved are final.
