Pega 6.2 sp2 Cache Issue

We have an application running on PRPC 6.2 sp2 and off late when we move any circumstance rules in prod the latest rules does not get pick .

we explicitly need to do either/all of the below

revalidate/ Save

cache clearing

restart node for Production environment (clustered ) for the rules to get pick.

There are no hotfixes installed for this version.

Application server is websphere 8

Database Details

Database Product Name DB2/AIX64

Database Product Version SQL0907B

Need to understand what could be the issue as the articles on PDN don't proposes clearing cache or server restart (unless necessary)

There are some hot fixes for PRPC 6.2 SP2 that address caching issues. Please open an SR so an engineer can provide those to you.
