Password policies for service users / operators

Pega 7.1.6

Do pega password policies (password expiry...) get applied to service operators (operators configured in email listeners, soap authentication, service authentication) as well?

We have operators configured to be used in Email Listener and SOAP Service rules, these operators' password is supposed to get expired for every 128 days according to the Authentication Policies we had set, but these operators password didn't get expired / login hasn't failed so far while operators' have the password that was set one year ago.
