Opening local action in tertiary ajax container closes main action

In pega 8.7.1 theme cosmos 04, local actions can open in modal dialogue (actertiary). However, this closes the main action and after completing the local action user needs to click on the main action again to open it. One more click. Also the user loses context of main action while local action is being performed.

Is there a way to prevent the main action in acprimary to remain open when local action is opened in actertiary
