How to Close the Local Action and go back to Main Flow
I have a Case Wide Local action. If user launches Local action and if he/she decides to Cancel the local action he should click on Button and User should go back to Main Flow.
Cancel Option on Button is cancelling whole case. Using Finish Assignment is checking for Required Fields.
Can you please suggest on this.

This is an expected behavior.
When you have Required fields on the Local action - Submit / Finish Assignment will check for required fields validation.
If you want to go back to mainlfow, you should navigate to actions and click on main flow.
Cancel/Save will work as same.
You can try like the below
Remove the require fileds>> hide harness buttons in flow action >> configure the sample button and call Finish assignment.

If you are looking for this requirement only for a particular local action, then you can try using modal dialog which best suits for it. In the navigation, include an item and on actions launch the flow action as modal dialog.
If not, you can try one of below approaches:
1. On the button click action, Configure Open-Work-By-Handle action and pass pzinskey of the object. This will open the work object in review mode, one more click is required to go back to the assignment.
2. Get the AssignmentKey of the previous screen using and activity, and run 'ProcessAssignment' activity passing the key which will open the assignment in perform mode.
