Please suggest me how to solve this issue.

i have a Table layout. in CPM portal. Source for table is D page it is in the Assign-Workbasket and and source for D page is RD. this is also in the Same Assign- Work basket class. i am using property pycount in RD and reffering it in the table. on this pycount i need to show a local action. Flow action and sections are also in the same class Assign-Workbasket. But it was not working as expected. on click modal dialog is not opening.

please provide your inputs.
