Hi,
Open and delete buttons are disabled in UI when we use DataTableClassEditor ListView in Pega 7.2.2 in IE- compatibility mode;
Following configuration used:
In the section: used LINK-->Action: OpenURLWindow : calling activity in the activity used Call Rule-Obj-ListView.ShowView
In the ListView--> ListViewEditorButtons format used.
Upgraded from: 6.2 to 7.2.2
Same configuration working fine, if we uncheck compatibility mode.

AFAIK , Support for IE8, and thus for IE11 Compatiblity mode was dropped from the product by release 7.2.
The HTML generated by the application expects HTML5 functionality, which is not present when IE Compatiblity mode is enabled.

If you cannot unselect Compatiblity mode in IE, then your company will need to review usage of IE Enterprise Mode, which automatically selects Compatilbity mode for an IT-maintained list of URLs or you can override the compatibility on a screen by screen basis.
For Enterprise Mode, search MSDN for "ie11" and "compatiblity mode".
