OOTB tool to bulk update Operator IDs

Hi, client needs to update a very large number of Operator IDs and add a new access group.  Is there any OOTB tool to accomplish this?  This is very common that almost every client does it and i was wondering if there's an OOTB tool already available.

@Will Cho Not sure if there is any OOTB rule for this. 

But you can write your own activity and run it through a job scheduler to update the operator id's.
