not able to save operator id instance

 
 Problem clearing out old indexes for instance DATA-ADMIN-OPERATOR-ID
 
purpose OperEmail: code: 1031 SQLState: 42000 Message: ORA-01031: insufficient privileges

 

 -  nto able to save operator id isntance. but it still wokring in incognito browser
