New Appplication Wizard refers the organizational RuleSets in Framework Layer and in the Implementation Layer
The New Appplication Wizard refers the organizational RuleSets ( Like OrgName and OrgNameInt) both in Framework Layer as well as in the implementation layer? What are the reasons that PRPC refers the organizational rulesets in both Framework as well as Implementation layer? From the view point of reusability, why would it not refer in the Framework Layer only?

I could see the order in the operator profile gets changed
for eg: Demo1 app is built on DemoFW(framework)
If we check the operator profile:
If we remove the organization related rulesets from the application layer, the order in which rulesets rendered is as below

So at run time, the prpc tries to resolve/find a rule in the order that gets rendered in the operator profile.
