We can still create the implementation layer under the same Framework Application by clicking on the "Search types" option and selecting your Framework layer in the drop down while choosing the type of application you want to build.

As far as what i understand, framework application shouldn't be created unless it is very necessary, So if you want to create an implementation layer, we should first ensure that we have a framework layer in place which is already answered in this discussion.
