Need to run local flow action when user tries to log off from Manager/user portal.

When user select log off option from Manager/user portal , a local flow action needs to run asking for a confirmation before log off.

when i try implement this and click log off i get the pop up saying that "Local actions are available only when you are performing the assignment."
