Thanks Swaraj for sending this through. However im more interested to know if there is a way to subscribe to PCM governance rules without needing to have a application name as PCM_<<AppName>>.

If you don't want to have app as PCM_<<AppName>>, you need to add ECS-PCM-Client,ECS-PCM-Common,ECS-PCM-GovernanceRules rulesets to your application stack.
