I have a requirement to implement a dropdown which consist of two language English and Spanish. If I will select ENglish my Portal should be Displayed in ENglish or Vice Versa. Please Help me to resolve this issue.

You have to write a custom activity, in which you will have to perform below steps.
1. Set operator locale to the selected language value.
2. Launch Portal(same as the currently opened one)

Configure a dropdown with language selection and on-change of it
1) Run Activity that updates Operator Locale, you may consider using Code-Pega-Requestor.UpdateLocaleSettings.
2) Refresh the current portal/launch the same portal. Make use of ShowSelectedPortal

How is your drop down poupulated ? If you are using an activity, incoporate logic to applu getLocalizedContent() so that local values are fetched
If values are fetched from a local list (defined on the property), creating field values for in Spanish for all the values should help.
