whenever you need to use any other language's content into/from database you will have to use nvarchar, ntext, or nchar type of datatypes in database columns because these datatypes supports multilingual texts and have Unicode support also. 

Unfortunately, it is not an Unicode issue.  Its the Mainframe EBCIDIC Vs ASCII or UTF-8 Conversion.

We wrote a function to Convert the EBCIDIC Char to Russian UTF-8

Here is the code snippet:

String outputString = "";
try {
 outputString = new String(InputString.getBytes(java.nio.charset.Charset.forName("Cp037")), "Cp1025");
} catch (Exception e1) { //(UnsupportedEncodingException e1) {

Make sure to include Java Package: "java.nio.*" in the Library associated to this function.
