Is It a good practice to ship scheduling work objects to production

I would like to hear your view on whether shipping report schedule work objects is a good practice to follow. I am doing it to fulfill a requirement where manager needed to receive a report monthly.

Suppose we have a requirement that manager should receive a monthly summary of all purchase across product lines. System should, by default, trigger an email with report as an attachment to the manager without requiring her/him to subscribe. One option can be to code an advance agent to trigger email.
I am wondering if creating a scheduling task (by subscribing to report) in dev and later moving instances to production is a good practice.
