Issue With Report Definition

I am using one Report Definition (V 7.1.9) to pull data from DB. In one of the filter condition in bothe the Column Source and Value fields I am using UpperCase Function and given the relationship as "contains". But the query is going like Upper(ColumnName) = Upper(?) although it should be Upper(ColumnName) LIKE Upper(?). Why this is happening?

This is expected behaviour.

If we use a function in RHS of a filter condition, the filter operand is treated as equal.
