Installing Pega Customer Decision Hub in Pega 8.1

Hi,

Wanted to install Pega Customer Decision Hub in Pega 8.1 personal edition. Didn't find on the MSP nor in DSD. Where I can find the Pega Customer Decision Hub installation file? .

Secondly, Is the Decision Management capabilities are not Pega platform capability? Difference between Decision Management and Pega Customer Decision Hub?
