How can we execute ruleset on particular day on production? what we have to do?

If that is the case, I think Toggles should work for you.
https://community.pega.com/knowledgebase/articles/application-development/84/creating-toggle
You can turn off the functionality in the ruleset using Toggles and when needed you can remove the toggles.

You may want to look into rule circumstancing. "Start Date" and "End Date" might work for you.

No. Rulesets can not be circumstanced because you don't run rulesets. The rules in those rulesets are executable and many of them can be circumstanced by date.
As Bhavya requested: If you describe your use case a bit more, we can give you more specific advice. There are other solutions that might be helpful such as:
- Capping rulesets at runtime
- Toggles
Side note: "Effective Start Date" doesn't really do anything at run time. Here is the text from help. "Effective Start Date – Displays the date on which the rule was created."

Capping rulesets at runtime
- For example, you could "cap" the rulesets in your application to a specific patch version (ie 01-01-05) and update the patch version in the application on the date that you want the next version to be available (ie 01-01-06). Use of the Lock & Roll feature would be helpful if you want to do this.
Toggles
- I'm not sure if I'd use toggles to introduce features into production on a specific time, but since I don't know your use case... you might want to look at "Creating a toggle"
I'm not sure either of these solutions are great for date-based introduction of features into production which is why I didn't want to go into detail.

In the 6.x LSA course I saw the below steps. Not sure this is valid in the version you use and fit for purpose for all contexts. Please give a check
1. Set the effective date in the ruleset version and save the needed rules in the version
2. Invoke setRulesets() and restoreRuleSetList()
In academy you should be able to access the 6.x 'As-of date processing' lesson. I think this is a less efficient route. Better to achieve with circumstancing or toggling if thats acceptable
