How the file saved in temp directory "file://web:/StaticContent/global/ServiceExport/finename" while uploading file?

Hello,

Yes, the file is saved into the ServiceExport directory when uploading. That is a location that the application has access to on the server used for uploads/downloads. Here is some more specific information about it.
